Job Description and Duties

Under the direction of the Office Chief of Design a Supervising Transportation Engineer, the incumbent supervises a Project Design branch. The branch consists of multiple Design engineers responsible for the production of project study reports, project reports, and contract plans for various types of transportation facilities including, but not limited to, freeway, expressway, and conventional highways. Travel is required. Possession of a valid driver's license is required when operating a State owned or leased vehicle. PE registration is required.

Plan and direct, assign, schedule, supervise, review, give instruction and assistance, and approve preparation of designs, quantities, project reports, project study reports, construction drawings, and Plans, Specifications, and Estimates for transportation projects. Makes decisions and handles difficult technical and administrative problems in connection with directing the work of engineers and others. Ensure assigned projects are completed within scope, cost, schedule, budgeted resources, and departmental standards and practices. Coordinate and guide scope of technical studies of other functional units for assigned projects. Manage workload within the branch to ensure staff work efficiently and effectively. Perform Task Management responsibilities utilizing PRSM system.

Working Conditions

The incumbent will be working in both an office and field environment. As such the incumbent will be required to travel throughout the north region. While in the office employees will work in a climate-controlled office under artificial lighting. Employees will also travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

  • The position(s) require(s) a(n) PE License. You will be required to provide a copy of your license prior to being hired.
  • Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required.
  • Possession of a valid driver's license is required when operating a state owned or leased vehicle.
  • Statement of Qualifications (SOQ) required.

SOQ questions:

  1. Ability to work cooperatively with and build partnerships internally among Region and District functions as well as with Caltrans' external customers, including city and county staff.
  2. Demonstrated ability to relate to and work with interdisciplinary project teams to analyze situations accurately, identify potential conflicts, adopt an effective strategy to resolving issues and build consensus within the teams.
  3. Experience in the implementation of the Department's project delivery policies, procedures, standards and other factors relating to the design of transportation facilities.
  4. Ability to supervise a multi-disciplinary professional staff, and serve in a consulting and coordinating capacity with another departmental functional areas.
  5. Ability to provide new perspectives and/or develop and implement innovative and effective solutions.
