The County of Riverside Department of Waste Resources has an opportunity for an Engineering Project Manager (EPM) in the Engineering Operations Division.

About The Position

The Environmental Project Manager (EPM) serves as the primary project liaison with comprehensive engineering and administrative oversight for design, bidding, environmental compliance, and contract administration of high-impact infrastructure projects. This includes management of initiatives such as landfill liner expansions, landfill closures, hazardous waste collection facilities, waste recycling facilities, and other environmental infrastructure developments.

The EPM will provide supervision and leadership to multidisciplinary teams including engineers, technicians, operators, and support staff. The role involves strategic oversight of procurement and management of consultants and contractors to ensure project delivery and compliance.

Preferred candidates will have experience in environmental design, budget management, permitting, and landfill remediation projects, with expertise in regulatory frameworks and long-term development planning. A valid Civil Engineer registration from the California Department of Consumer Affairs is required.

This position offers the chance to lead transformative environmental projects impacting community safety and environmental health.

Essential Duties

  1. Manage and review work of staff and consultants involved in planning, environmental processing, design, and construction of Public Works Projects.
  2. Participate in consultant selection, negotiate scope, budget, and schedule, and oversee project management plans.
  3. Manage project budgets, schedules, and contractor payments, and review project change orders and funding agreements.
  4. Represent the Department in communications with other agencies, stakeholders, and the public; oversee cooperative agreements and property acquisitions.
  5. Inspect and evaluate construction work, ensure standards compliance, and coordinate with funding agencies for project funding and reporting.

Minimum Qualifications

  • Graduation from an accredited college with a bachelor's degree in Civil Engineering, Environmental Engineering, or related fields.
  • Four years of professional engineering experience, including two in a supervisory or project management role.
  • Valid Civil Engineer registration issued by the California Department of Consumer Affairs.

Knowledge and Ability

Knowledge of engineering principles, environmental and regulatory requirements, project management, and budgeting. Ability to lead teams, manage budgets, review technical plans, and establish cooperative relationships.
