The Sustainable Transportation and Communities Division (STCD) is looking for a motivated individual with strong scientific and policy knowledge and interpersonal leadership skills to lead the Local Planning Section of the Transportation and Land Use Planning Branch as an Air Resources Supervisor I. This person will independently supervise a team of professional staff to complete a range of both technical and policy assignments around the climate, air quality, and public health effects of housing, transportation, and land use actions.
The Local Planning Section works to provide local agencies with guidance and support on advancing climate change mitigation and air quality strategies in equitable ways. Specifically, the Local Planning Section is responsible for:
This work is done with a goal of centering community leadership to effectively improve transportation and housing choices, particularly in low-income and disadvantaged communities.
The staff member will need to execute the above responsibilities with a high degree of initiative and vision, and a positive attitude. As the section manager, you will supervise a team of talented individuals with a wide range of analytical, policy, and programmatic experience. In managing the staff, you will be expected to foster a team environment based on the tenets of shared respect, trust, honesty, staff leadership and decision-making, collaboration, analytical accuracy and precision, and clear communication. You will need to provide staff with feedback and mentorship to support their development, and identify and resolve sensitive program and personnel issues with tact and diplomacy.
As manager, you will conduct section planning and be expected to establish priorities and deadlines to manage the successful and timely completion of projects. You will review deliverables to ensure they meet standards of accuracy, clarity, adherence to CARB's procedures, and documentation of work. This role interfaces with many other internal and external agency staff, and you will need to form and maintain effective working relationships with CARB staff and external stakeholders. You will represent the section in meetings with other public agencies, CARB and CalEPA executive leadership, and the public. To support this, you will guide staff in developing reports, presentations, speeches, and other technical and policy documents requiring a broad perspective of Board-wide programs and initiatives. This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.?
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position?under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Scientific or engineering background and public policy background are required. This must include experience and expertise in the field of land use planning, preferably in ways that reduce greenhouse gas or air pollution emissions. The candidate must have knowledge about the state's major efforts to improve air quality and mitigate climate change via land use and transportation efforts (e.g., CARB's Scoping Plan, EO N-2-25, SB 375, CEQA, SB 743, CAPTI, major transportation and housing funding programs, community-based incentive programs, recent housing legislation). Experience or expertise in CEQA (related to land use, transportation, or housing) and/or community-focused transportation incentive programs similar to STEP are also highly beneficial.
The candidate must also have the technical knowledge and skills to guide staff in conducting technically rigorous and accurate work based in peer-reviewed research. For instance, the ideal candidate would possess the background necessary to review a research contract's scope of work to ensure its methodological soundness or to support staff in developing a method to estimate the costs and benefits of infill development projects.
In addition, the candidate must have the ability to effectively support the ongoing development of an incentive program that centers community leadership to solve transportation problems in low-income or disadvantaged communities (as defined by SB 535) and reduce vehicle miles traveled. The candidate will also need to be able to discuss how issues of transportation, housing, and land use intersect with promoting greater affordability, access to opportunity, and equity.
The candidate will need to work in an organized, thorough, and accurate manner with attention to detail. Project management skills and the ability to juggle multiple priorities are essential to ensure the completion of complex projects under tight deadlines.
The candidate will need to be an impactful and effective leader. They will need to demonstrate an understanding of the principles of supervision and an ability to provide guidance, training, and constructive feedback to staff and to form a high-productivity team. Experience working in a supervisorial role is preferred, although applicants with a track record of managing significant projects with multiple individuals will also be considered.
The candidate must have strong interpersonal skills and good judgment. The selected candidate will need to build and maintain positive working relationships with staff at all levels of management, across agencies, and with a wide variety of external stakeholders. They will need to be confident dealing with all levels of management and stakeholders. They must be able to identify and resolve sensitive issues with tact and diplomacy.
The candidate must have exceptional written and verbal communication skills. They must be able to think strategically, speak in a way that is clear and to the point, and write / edit effective documents and presentations that translate complex issues into direct, concise, and non-technical language that support decisionmaking.
Finally, they must be comfortable being part of a collaborative leadership team and also working within a multi-tiered management structure. The ideal candidate will be able to demonstrate resilience and a positive attitude in the face of deadlines, changing priorities, paperwork requirements, and other challenges of a typical workplace.
