HJ Staffing is actively seeking an experienced Implementation Analyst Consultant to support the technical readiness of Conduent's HSP Core Claims Administration System for Medicare and Dual Special Needs Plans (D-SNP). This consultant will lead efforts to ensure regulatory alignment, seamless integration, and accurate system configuration for the 2026 Medicare/DSNP program launch in California.

This role is ideal for professionals with deep experience in HSP Configuration, California DSNP implementations, and managing the end-to-end lifecycle from requirements to adoption.

Key Responsibilities:

• Translate published policy guides and regulatory requirements into technical and functional specifications.

• Lead HSP system configuration to align with Medicare and DSNP operations and CMS rules.

• Collaborate with subject matter experts, implementation vendors, QA teams, and UAT users to ensure seamless execution of DSNP operations.

• Maintain and manage a Traceability Matrix to connect business requirements to testing and deployment.

• Support full-cycle implementation, including integration with CRM, customer service, enrollment, provider management, member experience, and reporting systems.

• Ensure security and compliance with Medicare/DSNP data throughout all IT systems.

• Lead documentation and training support for user adoption and reporting readiness.

• Facilitate migration of legacy or new software systems and validate post-launch configurations.

• Are highly analytical with a strong attention to detail and traceability.

• Excel at cross-functional collaboration in complex IT projects.

• Understand healthcare compliance, IT security, and CMS standards.

• Can manage vendor relationships while supporting both agile and stage-gate implementations.

Requirements:

• 5+ years of IT implementation or healthcare system configuration experience.

• Hands-on experience with HSP Configuration is highly preferred.

• Strong knowledge of Medicare, Medicaid, and DSNP regulations.

• Experience with California DSNP implementations is required.

• Background in UAT coordination, system testing, and healthcare compliance.

• Bachelor's degree preferred; Requirements Management certification is a plus.

Preferred Expertise:

• Experience in Medi-Cal, enrollment, provider systems, and healthcare analytics.

• Familiarity with data migrations, EHR systems, and provider payment solutions.

• Strong understanding of DSNP Model of Care and CMS reporting requirements.
