Role Overview

We are seeking a highly motivated, experienced, innovation-oriented and results-driven Director of Digital Governance to lead RTX's digital governance function. This role will be critical in ensuring robust governance practices across all business units and compliance with law, regulations, internal policies, and industry standards. The Digital Governance Leader reports to the Sr. Director Digital Governance & Risk and is responsible for leading the Digital Governance program for Enterprise Services, Pratt Whitney, Collins Aerospace and Raytheon. The role will require a deep understanding of controls & frameworks, ability to deliver a highly optimized, streamlined controls framework, the ability to lead through transformation, and successful partnership with key Enterprise functions.

What You Will Do

Design, implement, and maintain an effective digital governance framework (incl. but not limited to: organization, process, technology, domains, operating model) that aligns with corporate objectives and regulatory requirements and enables the RTX global business strategy and operations across all unclassified domains, acquisitions, subsidiaries, and product lines of business.

Innovate and lead changes required to establish and maintain governance in a broad and ever-changing regulatory landscape aimed at combating the growing cybersecurity threat led by nation states who possess time, talent and cashflow to steal proprietary data using any means possible including artificial intelligence.

Lead development and execution of long-term governance strategies in alignment with the overall RTX global business strategy, develop and direct execution of mid- and short-term strategies to reduce digital risk in support of demonstrating compliance for global Defense, Commercial, and international business pursuits for RTX, Pratt Whitney, Collins Aerospace and Raytheon.

Establish operational plans and standards in support of the RTX global business strategy to meet commitments to customer requirements and Federal and international regulations.

Manage geographically distributed team of digital governance professionals who define and maintain policies, digital control frameworks and control testing standards, including: Digital Policy Management, Digital Governance & Control Frameworks and Disaster Preparedness, with responsibility for talent acquisition, retention, employee career and development in collaboration with HR partners, fostering a culture of continuous improvement and innovation while inspiring to embrace RTX's core values.

Develop and maintain all RTX digital policies, technical standards, and work processes aligned to policies that ensure compliance with all required federal, state, industry and international laws and regulations though its directives.

Develop and maintain digital policy awareness and training material for training of RTX employees and contractors on new policies, standards and procedures or significant changes, plan and execute communication campaigns to communicate new or changed regulatory requirements or new or changed policies.

Design, implement, and maintain unified controls framework with standardized control testing plans satisfying the company's regulatory requirements and industry leading practices.

Monitor regulatory changes and emerging technology trends, use of emerging technologies and partner with subject-matter experts on defining/ improving controls to mitigate potential digital risk.

Oversee RTX's business continuity and disaster recovery program for critical applications and infrastructure.

Define, implement, operate and report on key performance indicators (KPIs) and key risk indicators (KRIs) metrics related to Digital Governance and provide regular status updates to Senior Director Digital Governance & Risk.

Influence and negotiate toward agreement/acceptance of existing/new policies, industry best practices, funding and approaches across the RTX global digital infrastructure Senior Executives and other key stakeholders in ES, Pratt Whitney, Collins and Raytheon.

Stay updated on industry trends, regulatory changes, and best practices in digital governance.

Qualifications You Must Have

A University Degree in Business, Science, Technology, Engineering or Mathematics and a minimum of 14 years of prior relevant experience, or an Advanced Degree in a related field and a minimum of 12 years of relevant experience.

Prior relevant work experience must include digital governance, digital risk management, cybersecurity, or a related discipline, with at least 8 years in a leadership role.

Must be authorized to work in the U.S. without sponsorship now or in the future. RTX will not offer sponsorship for this position.

Qualifications We Prefer

Preferably 5+ years of experience in a top-tier risk advisory or management consulting firm or Financial Services.

Strong understanding of digital governance frameworks, standards, and best practices (e.g., NIST800-171, NIST800-53, ISO 27001, COBIT).

Broad and substantive knowledge of industry, global laws and regulations governing businesses, or recognized outside the organization.

Proven track record of successfully managing digital governance programs in large, complex organizations, preferably within the Aerospace and Defense or Financial Services industries.

Ability to communicate with all levels of management verbally and written, facilitate effective meetings, build effective working relationships and partnerships, and strong interpersonal skills.

Excellent analytical, problem-solving, and decision-making skills.

Relevant certifications such as CISSP, CISM, CRISC, or similar are desirable.

Highly proficient in Microsoft Office products with experience in preparing presentations and presenting to executive leadership.

General knowledge of IT, Artificial Intelligence, and cybersecurity with experience in the following areas: incident response, business continuity/ disaster recovery, vulnerability management, application security, database security, identity & access management, OT security, cloud security, third-party & supply chain risk management.

General knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity (e.g., DFARS, FAR, ITAR, EAR).
