Overview
Since 2002, Strategic Operations, Inc. (STOPS) has been providing training services and products for the military, law enforcement, first responders, and other organizations responsible for Homeland Security. STOPS is committed to excellence through state-of-the-art live action training support – employing “Hollywood” style special effects, role players, props of all kinds, 3D targets, the re-locatable habitat unit (RHU), and the conversion of shipping containers to create immersive training environments that are the most unique in the industry.
STOPS calls this type of immersion training - Hyper-Realistic® and defines it as “such a high degree of fidelity in the replication of specific conditions in a training environment that participants so willingly suspend disbelief that they become totally immersed and eventually stress inoculated” - all their senses tell them, emotionally and intellectually, that the scenarios are real. It is the ultimate in Theater Immersion Training.
STOPS continues to introduce innovative solutions to overcome the challenges of limited budgets. We are adept at creating real-life training situations/environments or providing safe, sound, and reliable housing for disaster response.
Salary Range: $120,000 - $150,000/year
What You'll Do
- Lead the full lifecycle of contracts and subcontracts—from proposal through close-out.
- Advise senior leadership on government contracting issues, FAR/DFARS compliance, export control regulations, and risk mitigation.
- Negotiate and manage a broad range of agreements: customer contracts, subcontracts, NDAs, teaming and vendor agreements.
- Oversee proposal development, cost/pricing strategies, and subcontractor performance.
- Ensure compliance with federal acquisition regulations (FAR, DFARS, CAS, GSA), ITAR, and other applicable laws.
- Partner with cross-functional leaders across Finance, HR, Legal, Security, and Business Development.
- Respond to audits and maintain government approval of contracts and procurement systems.
- Build and mentor a high-performing team and plan for future talent needs.
What You Bring
- 10+ years of senior-level contracts experience within U.S. Government and/or defense industry contracting.
- Proven leadership in both pre-award and post-award contract administration.
- Deep knowledge of FAR/DFARS, CAS, ITAR, GSA schedules, and other federal regulations.
- Experience negotiating complex agreements with government and commercial entities.
- Strong understanding of construction contracts and subcontracting practices.
- Excellent communication, negotiation, and analytical skills.
- Strong organizational skills and ability to manage multiple high-priority projects.
Preferred Qualifications
- DAWIA or equivalent government contracting certification.
- Certified Professional Contracts Manager (CPCM) highly desirable.
- Familiarity with Foreign Military Sales and international contracting is a plus.
